Product Design versus Product Development

We would like to know whether there is a significant difference between the three terms 'product design', 'product development' and 'industrial design'. All three terms are names of trainings at different schools throughout Flanders. We have product development in Antwerp, industrial design in Kortrijk and product design in Genk (correct me if I'm wrong). And what about packaging design, furniture design and car design, where do they belong to? I guess there is no official definition of any of these terms...
